that joint management, especially when one section is

under the control of a novice in Railway Administration,

is far the best system. His Majesty's Government obtained

the concession for this particular Railway among others as

compensation for the breach of faith by China in granting

the concession for the Peking-Hankow Railway to a Belgian

Syndicate, and it is justifiable therefore to insist on the

acceptance by the Chinese Goverment of the best system of

management in the interest of the Railway as a whole.

I attach copy of the letter of

the 5th. October, 1908, to which the Board of Communica-

-tions refer together with copies of Mr. Grove's letters

on the same subject. It will be seen that the letter

refers

only to

settling types of rolling stock and is not

capable of the interpretation the Board put upon it.
